If a user wants to bridge their $MELD on the MELD Blockchain to Cardano, they will need to hold both gMELD and MELD.

If a user wants to bridge their $MELD on the MELD Blockchain to Cardano, they will need to hold both gMELD and MELD. gMELD will be spent to pay the gas fees for the transaction. $MELD will be transferred to the bridging smart contract. This is why you need both tokens.
